Asc Prof Howard is an interdisciplinary health policy and systems researcher at the National University of Singapore School of Public Health, with over twenty years of programmatic and research experience in low and middle-income countries. She has worked with WHO, UNFPA, Population Services Int'l, Gavi, the Vaccine Alliance, and others, focusing on infectious disease control in Asia and strengthening health system responses during protracted adversity (e.g., fragility, complex emergencies, displacement). Current projects include work with UNFPA on COVID-19 and sexual and reproductive health in the Asia-Pacific region, UK FCDO-funded examination of COVID-19 response governance and community action in Syria, and MRC/HSRI-funded research of health system responses to mass displacement in Bangladesh.
